Brief of HEC foundation history

• In 1955, after the victory of the resistance against the French aggression, peace was returned in the North, restoration and development of water resources in large scale began on April 06th 1955 when the Water Resources Bureau under the Ministry of Transport and Public Works was founded and then on September 09th 1955, the ministry of Water Resources and Architecture was founded. In that historical time, Department of Hydraulic Design was founded according to the Decree No.922 TTg dated June 09th 1956 by Deputy Prime Minister Phan Ke Toai appointing engineer Tran Ngoc Hau to be the director and engineer Dao Trong Kim to be the deputy director of the Department, this event marked a new development period of hydraulic investigation and design work. A series of hydraulic structures of small, medium and large scale were constructed. These included Cam Son reservoir, Nui Coc reservoir, etc; pumping station systems in North Nam Ha, North, South Thai Binh, etc. Achievements in water resources in these years created infrastructure base for stabilizing production of spring-winter crop, changing the production of summer-autumn from limited, unstable crop to the main crop with high yield, owing to irrigation together with agricultural measures, 5-ton fields were created from delta to highland and mountainous area.
• Since the foundation of water resources sector under the Ministry of Transport and Public Works (1945-1955), over periods belonging to the Ministry of Water Resources and Power, Ministry of Water Resources - Architecture, Ministry of Water Resources (1958-1995) and now the Ministry of Agriculture and Rural Development, in spite of changes in organization and name, HEC’s labour forces always strive for development of water resources towards the target of modernization of agriculture and rural development, poverty elimination and sustainable development of the country.
Important milestones of HEC:
06-04-1955: Department of Survey Design, forerunner of HEC, under Water Resources Bureau, Ministry of Transport and Public Works (founded according to the Decree No.922 TTg signed by Deputy Prime Minister Phan Ke Toai).
09-06-1956: Hydraulic Design Bureau, then called Hydraulic Design Investigation Bureau (founded according to the Decree No.922 TTg signed by Deputy Prime Minister Phan Ke Toai).
12-08-1961: Hydraulic - Hydropower Design Institute (changed from Hydraulic Design Investigation Bureau according to the Decision No. 632 signed by Deputy Minister of Water Resources and Power Tran Quy Kien).
20-07-1976: Hydraulic Design and Investigation Institute (integration of Hydraulic Investigation Mission and South and Mid Central Hydraulic Design Investigation Missions into Hydraulic-Hydropower Design Institute according to the Decision No. 1015 QĐ/TL of the Ministry of Water Resources).
30-10-1989: National Institute of Hydraulic Investigation and Design (According to the Decision No.460 QĐ/TC of the Ministry of Water Resources).
20-02-1993: Hydraulic Investigation and Design Company No.1 (According to the Decision No. 66QĐ/TCCB-LĐ of the Ministry of Water Resources).
06-09-1995: Hydraulic Engineering Consultants Corporation No.1 (According to the decision No. 79QĐ/TCCB of the Ministry of Water Resources).
19-06-2007: Vietnam Hydraulic Engineering Consultants Corporation (According to the Decision No. 1769/QĐ-BNN-ĐMDN on changing the organization and operation of the Hydraulic Engineering Consultants Corporation No.1 toward the model of the parent company - subsidiary).
15-10-2007: Vietnam Hydraulic Engineering Consultants Joint Stock Corporation (According to the Decision No.3075/QĐ-BNN-ĐMDN on approving equitization plan of the parent company: Vietnam Hydraulic Engineering Consultants Corporation).
26-04-2008: Established shareholders assembly was successfully organized and the assembly approved the regulations of organization and operation of Vietnam Hydraulic Engineering Consultants Corporation-JSC.
09-06-2008: Vietnam Hydraulic Engineering Consultants Corporation-JSC (According to the Decision No.1703/QĐ-BNN-ĐMDN on changing name of Vietnam Hydraulic Engineering Consultants Joint Stock Corporation to Vietnam Hydraulic Engineering Consultants Corporation - JSC).

• Leader of design team of the work “Repairing failure of Suoi Hanh dam”, this is the first zoned dam in Vietnam.
• In his managing time (the year 2000), HEC was awarded the title “Hero of Labour” by the State and granted the certificate “ISO 9001-2000” on quality management system by DNV organization. Also at this time, the construction of HEC’s head office building was completed.

Engineer LE VAN HOP (1929 - 1997)

• Leader of South Hydraulic Design and Investigation Mission.

• Thac Ba, Tri An hydropower projects; Dam Dam, Dau Tieng reservoir projects. He had many contributions in hydropower design.
• In his managing time, the Institute was awarded the Labour Order of third class by the State and the Institute successfully completed the rehabilitation design of Day Dam.

MR. NGUYEN MANH THUONG
